Key Expert 1: Team Leader

As the key account manager and responsible person for the region at Umweltbundesamt she has a vast experience in developing country strategies and following closely the accession progress of the Western Balkan countries and Turkey towards the EU.

Violeta Philippitsch is an experienced team leader, particularly for multinational environmental projects and programmes dealing with the specifics of the EU environment and climate change acquis implementation and enforcement in the region. She is an expert for capacity development and communication, with wide institutional capacity building, management and public awareness experience. She has an expert knowledge of environmental and climate EU-legislation, and is also responsible for co-operation with international organisations and support to the execution of internationally assumed commitments. As the Austrian Environmental and Climate Representative, she is working closely and is in permanent exchange with RCC, Energy Community, Transport Community, Word Bank, UNEP, UNDP, ADA, SIDA and GIZ and other relevant international institutions and donors in the Western Balkan countries and Turkey.

Key Expert 3: Expert on EU emissions trading system

Monique Voogt is specialised in energy and carbon policies and regulatory framework. She has attained an extensive track record in supporting the European Commission in effective design, implementation and monitoring of the EU emissions trading system (EU ETS). In the last years, she coordinated several consecutive projects to support the Commission and its Member States in improvements of the monitoring, reporting, accreditation and verification of the EU ETS.

In addition to her work on the EU ETS Monique has conducted several projects to support countries on the energy and climate Acquis as well as on several projects to support implementation of ETS outside of the EU.
