On June 4, 2024, the TRATOLOW Domestic workshop on climate policy and the plans to implement Emissions Trading in Albania took place in Tirana. This one-day workshop, hosted by the Ministry of Tourism and Environment, gathered experts from various ministries, future ETS operators, and other stakeholders to kick start a wider dialogue on ETS implementation in Albania.

The training began with an overview of carbon pricing in Albania within the broader European context, setting the stage for discussions on the relation between ETS and the Carbon Border Adjustment Mechanism (CBAM). Representatives from the Ministry of Tourism and Environment provided insights into Albania's plans for national ETS implementation, emphasizing the need for swift responses and active involvement from all stakeholders.  Participants engaged in lively discussions on the main design choices of the EU ETS, corporate strategies to adapt to carbon pricing, and the essential components of monitoring and reporting emissions. The training concluded with a focused dialogue on next steps and further needs in ETS implementation in Albania. This exchange of ideas paved the way for identifying specific requirements and areas for capacity building, ensuring a collaborative approach towards effective ETS implementation.

The TRATOLOW National Training provided valuable insights and capacity building to stakeholders involved in ETS implementation in Albania. By fostering dialogue and sharing best practices, the event enhanced participants' understanding of the challenges and opportunities associated with carbon pricing. With a clearer roadmap and identified needs for further support, stakeholders departed with a shared commitment to advancing Albania's climate change agenda through the successful implementation of Emissions Trading. While the TRATOLOW team is now helping the Ministry to establish a list of the future ETS operators in Albania, the Ministry requested further capacity building to inform all these operators on the planned ETS implementation, with a specific focus on implementation of the installation-level MRVA requirements.
