On June 6, 2024, the TRATOLOW Domestic workshop on designing the ETS implementation in North Macedonia took place in Skopje, North Macedonia. This workshop aimed to provide tailored capacity building to representatives from the Ministry of Environment and Physical Planning and the Ministry of Economy, focusing on the implementation of carbon pricing and MRVA structures within the context of EU requirements on the Carbon Border Adjustment Mechanism (CBAM) and the Emissions Trading System (ETS).

The workshop commenced with an overview of ETS and CBAM requirements, shedding light on their potential impact on North Macedonia. Participants engaged in discussions exploring various options and recommendations for the implementation of carbon pricing tailored to North Macedonia's national absorption capacities. The importance of establishing a robust monitoring, reporting, and verification (MRV) framework was underscored, alongside the need for efficient implementation of the draft Law on Climate Action (LCA) and the carbon pricing system. Participants actively contributed to discussions on roadmap development for the next steps in implementing carbon pricing. Emphasis was placed on establishing responsibilities for permitting, identifying installations, and formulating the necessary legal frameworks for MRV. The workshop concluded with the drafting of specific follow-up actions, delineating lead responsibilities and stakeholders' involvement. 

The workshop fostered meaningful exchanges among experts from key ministries, enhancing their understanding of carbon pricing mechanisms and their implications for North Macedonia. The event facilitated the formulation of strategic action plans to advance the implementation of carbon pricing and MRV frameworks in North Macedonia.
