On July 27, 2023, the TAIEX TRATOLOW and EU4 Energy Transition "Covenant of Mayors in the Western Balkans and Türkiye" country workshop on Multi-level Governance took place in Tirana, Albania.
Diverse participants, including representatives from EU Member States, municipalities, public institutions, and civil society organizations, gathered to address the pressing need for urgent action in the face of climate change in Albania. The event aimed to enhance the involvement of local actors in energy transition, climate mitigation, and adaptation across different levels, including local, national, and regional/EU scales.
Recognizing that cities and human settlements are vital in implementing climate measures, given that a significant majority of Europeans reside in urban areas, the Covenant of Mayors for Climate and Energy Europe played a crucial role in supporting local climate mitigation and energy actions, as well as climate adaptation efforts. The workshop aimed to amplify these efforts in Albania, aligning with the country's commitment to the Paris Agreement and its pursuit of a resilient and low-emission society.
Throughout the event, participants engaged in discussions on multi-level governance, exchanging best practices, and exploring the current state of energy transition, climate mitigation, and adaptation in Albania. The workshop facilitated interactive exchanges, breakout group sessions, and networking opportunities, fostering dialogue and collaboration among stakeholders. By empowering local authorities, enhancing multi-level governance mechanisms, and emphasizing the importance of shared responsibility, the workshop aimed to translate climate goals into tangible actions, strengthen resilience to climate impacts, and promote sustainable development in Albania. The group sessions also focused on the establishment of a Multi-Level Governance Platform for Albania and the identification of roles and responsibilities in setting it up.
Overall, the workshop served as a platform for knowledge sharing, experience exchange, and strategic planning. It raised awareness of the urgent need for climate action across governance levels and highlighted the significance of collaborative efforts, ultimately fostering a sustainable and climate-resilient future for Albania.
