On May 7 and 8, 2024, the TRATOLOW Domestic Workshop took place in Tirana, Albania. This two-day event, focused on supporting Albania's preparations for the implementation of carbon pricing, particularly in alignment with the European Union Emissions Trading System (EU ETS).

The first day commenced with information and discussions on the latest developments in EU ETS. Experts delved into the nuances of these systems, sharing insights on lessons learned and future pathways. Participants engaged in discussions on Albania's international commitments, the regional context, and the specific requirements for implementing carbon pricing within the country. Further sessions explored the crucial role of installation-level monitoring, reporting, and verification activities, providing a comprehensive overview of the necessary steps for Albania's journey towards carbon pricing implementation.

Building upon the foundations laid on the first day, the second day delved into the technical intricacies of installation-level monitoring, reporting, and verification. Participants gained insights into monitoring boundaries, reporting quality, accreditation, and verification processes. Discussions also encompassed various aspects of ETS implementation, such as revenue allocation, registry management, compliance, and enforcement mechanisms. The day concluded with a focused dialogue on specific action points for Albania, emphasizing decision-making processes, priority setting, and stakeholder involvement.

Throughout the workshop, participants deepened their understanding of carbon pricing mechanisms, EU ETS, and the interaction with CBAM, equipping them with valuable insights for informed decision-making. The workshop yielded tangible outputs, including comprehensive training materials and identified areas for further support in Albania's journey towards carbon pricing implementation. With enriched knowledge and strategic insights, participants departed with a list of recommendations for a roadmap for advancing Albania's climate change agenda.
